He may have just meant that the ones in Russia are like that, not that he thought this was Russia

It's always lot of fun to correct the interlocutor, having him reminded, that there is Ukraine. Not Russia.
it doesn't cancel the fact that our agriculture and cattle breeding in decline state.
But simply learn geography at last! :-)
