The parking garage is really insecure. I was ready to go as soon as I found a digging tool of any kind. That the garage is indoors means it's not protected by snipers so I could break through at any time safely.
Contraband is easy enough to run. Desks provide a lot of good loot (might want to tone that down a bit) and there aren't really any contraband sensors in major traffic areas. The somewhat maze-y layout of the place I think left the guard patrols thin so the cells went unwatched for long periods of time.
While I feel the layout could be cleaned up a bit, it was fairly nice looking. Not too cluttered, convoluted, or filled with huge empty spaces.
You should move the job office. The prisoners need to access the side with the plastic chairs or it won't work right.
