Despite how many might assume such a thing to be so absurd that it could only ever exist in the realm of (pulp) science fiction or fantasy, it's really not that absurd. Cooling lasers are actually a thing, though they do have limitations. Search for articles like "UW team refrigerates liquids with a laser for the first time" or "Laser cooling of the Earth's climate". Also, there's something else called an "athermal laser" or "optically-pumped refrigerator". It works by (exciting) "a material with a photon from a laser that forces the material to radiate a more energetic photon, with a net loss of heat". Further, I could have sworn I remembered reading, many years ago, a serious article about a device that was actually built and tested, called a "macrowave", which was basically the reverse of a microwave.
I'd prefer these as just quest rewards or balanced to be crafted using vanilla resources.
