They go to the cinema instead of here because it's closer to their houses, shops or bus stops.

Thanks for your amazing work !
I noticed a little problem on this building : I have a very very low visit rate for this house of culture. There is nobody almost all the time in my game.
I have 5K citizens and just a cinema and your building in my entire city in terms of culture. My citizens doesn't complain about lak of culture facilities.

Of course there isn't. We don't use Russian in Poland.
