Since this is a level 3 building it won't "grow" unless there is a lvl1-2 and the building is assigned to a theme. Now you can probably use it as a ploppable or RICO but I've never used RICO. You can also go into the theme manager mod and tell another commercial building lvl 2 to upgrade to this building.
Idk if any if that would help but these are the things I'm s l o w l y learning in regards to really detailing/adding realism to my city.

First I gotta say amazing work. I found your stuff when I was looking for something like the Arcologies from the old Simcity games and was pleasantly surprised when I found you "ported" them over. Seeing all your amazing work I decided a nice futuristic quarter of the city would be nice. I have Theme Editor installed and selected all your assets. They don't grow so If you could just clarify if I ought to have the default low-level buildings in the theme in order to have them grow, or are they more intended for use as RICO ploppables?
