It's still not very detailed on a per-pack basis, for example for this pack (M2) it says "M2: Modular Interchanges Full Pack, containing the full set (excluding M1) of modules for building interchanges at most 4 lanes each way. "
But at least it gives a small idea of what each pack contains, and the full link does go into some detail about what the purpose of the project is and how it works. I am sure they will the Steam pages with more information in time - obviously English is not their first language, and this has come from a Japanese CS community.
