Installing a HUD
In advance, I suggest downloading a program that can open up zip files such as 7zip or Winrar. 7zip is free and Winrar's trial lasts forever (as far as I am aware).

Step 1. Find your TF folder. The default path is: Program Files OR Program Files(x86) (depending on your operating system) < Steam < steamapps < Common < Team fortress 2 < TF

Step 2. Find and install the HUD you want. Download and open it.

Step 3. Find the materials and resources for your HUD.

Step 4. Make a folder titled "HUD" in your custom folder (which is located in TF).

Step 5. Put your HUD's materials and resources in the HUD folder you have just created.

Step 6. Launch TF2 to see if your HUD is working. If it is not working, try following my instructions again or re-downloading the HUD. In rare scenarios, you might have to delete and re-install TF2 in order to get it to function.

I used the tanlight Garm3n hud, but this should work with any other HUD that is designed similarly. Many people include readmes in their work, so if you are having problems, try consulting those.
Installing a hitsound
Step 1. Find your way to your TF folder. The default path is: Program Files OR Program Files(x86) (depending on your operating system) < Steam < steamapps < Common < TF2 < TF

Step 2. Download your hitsound (if you don't already have it) and ensure that the file is called "hitsound.wav".

Step 3. Open the custom folder under TF. In this folder, create a new folder. You can call this new folder anything.

Step 4. Make a folder named "sound" in your new folder inside Custom. Inside this, create one more folder called "ui". Be careful, as these names are case-sensitive!

Step 5. Place your hitsound inside the ui folder.

Once again, if this does not work, make sure you followed my steps correctly. Make sure your hitsound is formatted as .wav.

I'm about to fucking scream, every forum, YT video, and guide I have read/watched to try and get custom hitsounds working just doesn't fucking work. I'm about to give up on modding TF2 entirely.
