Hotline Miami Jacket is not the same Jacket in Payday 2. Afterall, in Hotline Miami 2, we see (atleast) San Fransisco, Hawaii, and Miami get nuked at the end of the game. Although both Jackets do dress the same and single handedly took down the Rusian Mafia in Miami, they are unfortunately different Jackets.

Characters like Jacket, Bodhi, Jimmy, and Scarface are all canon. The Scarface ingame is not the same person from the movie. However, the Scarface movie is canon, but the Scarface game is not.
