2). Paste the text file from FunEFork's common>ethics called "00_ethics.txt" to this last folder.
3). Under where it says ethic_ideology (AKA, ethic_fanatic_authoritarian, ethic_authoritarian) look for an area that looks like this: }
random_weight = {
base = XXX
}
}
Where the X's are numbers
4). Change all of those 3 digit numbers after "base = " to 100 (it doesn't really matter as long as they're all the same), rinse and repeat for all the ethics you can find (ctrl+F in a text editor and look for random_weight or simply scroll down the list) and change all of them to the same number.
5). Load your mod after FunEFork's ethics and civics alternative
6). ???
7). Profit

No, sorry, it seems like in the meantime, the FunEFork has been updated to include more code in their ethics.txt. As I do not really play Stellaris anymore and don't have it installed I can't really update this right now. Sorry. It's a really easy edit though, just changing certain values in one text file.
I will check
