Arkham City combines the great combat and level design of the previous game with a great story and beautifully cramped and claustrophobic world. Although the open world is somewhat barren when compared to others (as long as you don't include the over abundance of Riddler trophies) Gotham feels grimy, gothic, and evil. The world is populated almost exclusively by criminals so it feels less like you're saving Gotham and more like you're beating some poor criminals up.
Stealth also leaves a lot to be desired. While it isn't bad by any means, playing Arkham City after dedicated stealth games makes the package feel somewhat underwhelming.
However, the combat is amazing. The combat is more strict on timing when compared to Arkham Knight but its still pretty easy. I've also noticed that there are two modes of combat. One used in the open world and another used in enclosed spaces and challenge maps. While I have no proof of this, some animations will only play in challenge maps and indoor environments. In addition, in the open world your attacks will occasionally miss for no apparent reason while this has yet to happen to me indoors and in challenge maps.
The story starts off strong and ends even stronger in one of the ballsiest moves in gaming history.
Traversing the open world is also really fun. While the grapnel boost feels like it doesn't launch you far enough lots of the time, there are other techniques to send you gliding at blistering speeds. These include dive bombing and cancelling a grapnel into a glide.
TL;DR it's ok. 9/10
