I don't know where you keep your mod files but I found back in the day that if I had my local version of the mod, as well as the steam version of mods I had in the stellaris mod folder it'd behave strangely.

Separating them so that I had my local files somewhere else, and only moving them in when updating the mod seemed to work better.

They just don't work for me, that's fine I can run them locally
