I will commend CA for the excellent base game experience for each faction. However, characters are very central to the fun of the game. During my Cao Cao campaigns, I had to restart multiple times to get all the unique generals for him. The character acquisition system through historical events are not guaranteed but rather are up to RNG. If these characters were more easily acquired, the experience of each campaign with these characters would be greatly improved.

While the base game is very fleshed out, the Mandate of Heaven DLC for me was ok. The main reason i purchased Mandate of Heaven was for the earlier start date. However, there are many event bugs that don't trigger which are crucial to the base game. Another problem or feature is the stagnant reform system. The mandate of Heaven Dlc allows me to get maybe an extra 5-7 reforms before the start of the base game which I enjoy. Once the Mandate of Heaven DLC is more fleshed out, I believe that the overall enjoyment of the game would increase greatly. On the other hand, reforms could be more easily required as you ranked up through the ranks of marquis or duke. Overall, the game at its best is very enjoyable while the new DLC suffers from a few major play testing bugs.
