Accounts are banned for a variety of reasons related to violations of the Steam Subscriber Agreement. Some bans are intended to “freeze” an account in its current state until the account owner contacts Steam Support to resolve the issue. Other bans are temporary or permanent restrictions that are imposed in response to violations of Steam's policies. All blockages have a message that tells you which features are restricted and why.
