Still stuttering on a pc that can run rdr2

edit: I don't know, i tried all the tweaks, start up command, lowered my settings to the core and i still experiencing micro stuttering. Ping is low, fps is fine around 60 to 100+. Also game freezes for microseconds when i toggle voice chat. Somehow its always games with unreal engine 4 that have this problem, like pubg.
