The game is just fun. It feels fun to play. It looks fun to play. People like to complain about this feature or that feature, but the bottom line is that the main gameplay hook is a tonne of fun. An in-game store probably took a week to implement. They didn't prioritize it, it's just the way it is. The time it takes to make balanced game mechanics, that look good, takes years.
