Could be Great, but a C- at best

Having played extensively, and having bought all of the DLC, I've found numerous aspects of the game wanting

  • The AI only offers trades which are extremely poor for the player, and makes requests that I can't imagine anyone would accept. Just built an oil well? Expect the AI to ask you for oil for a pittance in return, and when you turn them down, it hurts your relationship. Have an extra luxury? The AI will ask for it and if you do trade it, another AI will come along and ask for the same luxury (of which you no longer have a surplus) and it will hurt your relationship when you turn them down. Ditto asking you for your Diplomatic Favor points.
  • Sovereign of a City State? AI Civ declares war. Do you get a chance to intervene? Sure, if you want to take the hit in grievances for a 'Surprise War' or wait five turns for a CB (and still pay grievances). No chance to warn them off or create a defensive pact.
  • Get attacked by another nation in a Surprise War and beat them soundly? Be prepared to be the target of a global 'Military Emergency' if you take a single, small outlying city and keep it. The aggressor is rewarded by everyone coming to his aid!
  • Want to play something other than a theocracy? Be prepared to go to war to prevent the AI from winning an easy religious victory, or spend the entire game micromanaging your inquisitors to find Apostles who can sneak in from any direction. I had a game-long war against Poland as there was no way to get her to stop sending swarms of religious units and I didn't want to micromanage religion when it wasn't my focus.
  • Want to play a build/expand game? Good luck, as even on a 'huge' map with limited AI Civs and City States, you'll have an aggressive or theocratic Civ on your doorstop, blocking your natural expansion. And City States positioned to block your access to resources.
  • Even if you do have room to grow, you can play a hundred turns and discover you're completely screwed when you have no niter, coal, aluminum, or oil in your expansive territory. Without them, you can't put up a fight. I've had this happen several times and it's extremely annoying. Not having one or two of them, I could see, but whole continents devoid of the resources you need to stay alive, let alone win, AND you don't know that until you've invested hours into a game, is just wrong. I've tested with all resource and start settings and seen the same behavior.
  • The World Congress is a total joke as you have no idea what anyone else is proposing. That makes it a total crapshoot unless you save your Diplomatic Favor points for a few rounds and get lucky. The system is worse than useless. In the real world, the organization that won't allow it's name to be used is toothless. Here, it can be game-wrecking.
  • I need someone to explain to me how barbarians field anything beyond basic weapons. Where do they have the industry to create infantry units or field cannon?
  • Where do partisans come from if cities are 100% loyal? Given the limits on spies, even a modest size Civ can't have a spy in every city. I could see if there was dropping loyalty, or maybe even a repressive government type, but in a democracy with 100% loyalty? What a joke. Now, if they showed up as militia, fine, but tanks? Seriously?
  • Joint wars start immediately, with no option to delay. The AI invariable offers a joint war at the most inopportune time. So, you prepare your forces then ask the AI for the exact same joint war and they demand basically all your cash and resources, despite offering you the moon and stars just a few turns earlier. Unrealistic and dumb,
  • The 'climate change' implementation is just a joke (especially with the speed at which it occurs).

I could go on and on, but the above list seems more than sufficient to rate this game C-.
