well I had this game, had in past because you can't buy it anymore.
Pretty cool expansion, probably the 2nd best DLC I've ever played, 2nd to none other than The Old Hunters in Bloodborne.

A story that begins with saving the USA President and ends with war crimes.
9/10, easily one of the best DLCs of all time, even if you only consider the story content which is about 7 to 15 hours per route.

one of the worst gaming experiences I've had in years.
Only good thing that came out of it was laughing about how awful the game was with my friend.

Only if you are a big fan of the series.
This game didn't age well at all. Even with mods that make the game feel more like San Andreas, the gameplay is still clumsy and outdated. I would recommend San Andreas or even Vice City (which also has some dated mechanics but much better story) to a new player that wants to experience an "old" GTA title.
6/10, great for it's time, aged like milk.
