Dont play this for the characters, play this for the stupidly fun and visually pleasing gameplay. Shoot baddies with a variety of weapons or stealth your way through. Either way it was fun. The story isnt the center of the game, but every now and then, it hits you with something fresh and unique.

Though the game is forcing you to buy the season pass each year to unlock new operators, it's still enjoyable to play with the few you have. If you have money to spare: Buy the season pass. If not then the beginners pack is great too.
