Based on Soviet Bloc “Police Soldier”* model; specifically the MVD’s Vityaz Group.
(* A Doctrine of having extremely well trained, and highly militarized police units; specifically designed to bridge the gap between domestic police and military.
Police Soldiers are able to act in a typical military fashion to internal strife; such as civil unrest, terrorism and insurgency. Where use of the military is not suitable.)

Main focus of Counterterrorism and Counterinsurgency 1. Secondaries in dealing with Civil Unrest 2, and mutiny within the CCA 3.
1 • Defined as proactive patrols*, conducting GHOST-SWORD joint operations and reactive strikes on individuals or groups/cells.
(* Patrols within city limits and District 12. Setting up Observation Posts and implement ISTAR.)

2 • Focused on conducting targeted strikes against primary provocateurs and unrest structural elements, with the aim of removing C3, and demoralizing conspirators.

3 • As to work in tandem with GHOST, detain AWOL ground units whom have left the CCA command structure and are deemed deserters. ONLY enact such detainment procedures with prior permission and information on the target from GHOST.

SWORD’s role is to bridge the gap between the Civil Protection and the Overwatch, in regards to instances of severe sociocide and subversion within city limits.

In providing this branch, SWORD provides Civil Protection with a significantly expanded scope to operate effectively in times of strife. Without the need to rely on Overwatch deployments to take the lead.
