Added Chat Commands

!stars will show you how many Good Noodle Stars you have accumulated
!requestsong followed by a youtube link will put a song in queue.
!give <username> <amount> will give another user Good Noodle Stars out of your account
!raid <bet amount> will start a raid. Higher payouts are given depending on the bank level.
