It is enabled in options and even if I delete the previous save and start a new game it just won't show. I guess I tried it out a couple years back to see if I wanted to keep it and just had a quick look but there's no way to ever show the tutorial again after that. It's instances like this where I hate cloud saves and I wish there was a simple way to control this with steam, by simple I mean right click (for example) and "load fresh non cloud save state", something like that.
